This communication channel was previously suspended in 2021 due to escalating tensions between Moscow and Washington, particularly before Russia's full-scale invasion of Ukraine in February 2022. The resumption of dialogue is seen as a step towards reducing tensions and preventing military incidents, such as the March 2023 incident where a U.S. drone was downed in the Black Sea by Russian jets. The talks also included a prisoner exchange between Russia and Ukraine, with both sides releasing captured servicemen.
