Russia Expands Mobilization Infrastructure Amid Decline in Military Recruitment
Russia is preparing to bolster its mobilization readiness following a slowdown in voluntary military contract recruitment in 2026. The Foreign Intelligence Service of Ukraine reports that despite financial incentives, the pool of voluntary recruits is diminishing. Approximately 200,000 individuals signed contracts with the Russian Ministry of Defence between January and June 2026, marking a decline compared to the previous year. In response, Russian authorities are expanding administrative infrastructure linked to military conscription, with increased recruitment efforts in major cities.
