Jury Awards $17 Million to Daughters of Tustin Man Fatally Shot by Police
A jury has awarded $17 million to the daughters of Luis Garcia, a man who was fatally shot by Tustin police in 2021. The civil lawsuit was filed against the City of Tustin, and the verdict was reached after a six-day trial in federal court in Los Angeles. The jury awarded $5 million for the loss of life, $5 million for pain and suffering, and $7 million for wrongful death. The incident occurred when Garcia, who was homeless, was approached by police while sleeping near a mobile home park. Despite being ordered to come out of the bushes, Garcia did not immediately comply and was eventually shot by Officer Estela Silva. The City of Tustin expressed disappointment with the verdict, citing a California Department of Justice review that found the officers acted in self-defense.
