Panama Extends Transit Visa Requirement for Cuban Citizens Until 2029
Panama has extended the transit visa requirement for certain Cuban citizens until June 30, 2029. This measure, formalized by a new executive decree signed on August 14 by Panamanian President José Raúl Mulino and Minister of Public Security Frank Ábrego, allows Cubans to remain in the international zone of Tocumen Airport for up to 24 hours while awaiting connecting flights. This extension continues a policy originally established in December 2022 and modified in March 2023. The visa requirement is not universally applied to all Cuban travelers; exemptions exist for those returning to Cuba, holding valid Panamanian tourist or residency visas, possessing permanent residency in a third country, or having a valid visa for their final destination.
