Philippines Urges Global Action on Climate Forecasts Ahead of COP31 Amid Intensifying El Niño
The Philippines is urging global action to translate climate forecasts into early preparedness and response, particularly ahead of the 31st United Nations Climate Change Conference (COP31). This call comes as intensifying El Niño conditions are projected to compound risks to water, food, energy, health, and local economies. Climate Change Commission (CCC) Vice Chairman and Executive Director Robert E.A. Borje made this appeal during a Pre-COP31 plenary discussion, citing a World Meteorological Organization forecast that El Niño will intensify and persist until February 2027. Borje emphasized that these forecasts provide a clear warning and a window for preparation, advocating for investments that reduce risk rather than entrench it. The Philippines is integrating climate risk assessments into national policies and investments, particularly in agriculture, water security, public infrastructure, and community livelihoods, aligning with President Ferdinand Marcos Jr.’s push for predictive governance.
