Fairfax County Prosecutor Criticized After Accused Killer Flees U.S. Following Passport Acquisition
Fairfax County Commonwealth's Attorney Steve Descano is facing criticism after Abdulloi Doniyor Toshpulodzoda, a Tajik national accused of killing his landlord, fled the U.S. after being granted permission to obtain a passport. Toshpulodzoda, who was found not guilty by reason of insanity (NGRI) and institutionalized at the Northern Virginia Mental Health Institute (NVMHI), was granted two 'community passes.' One pass allowed him to travel to Washington, D.C., to obtain updated documentation from the Tajik embassy, and another in July permitted him to stay at an apartment furnished through a Fairfax County program. He subsequently used the passport to fly to Dushanbe, Tajikistan, via Turkey.
