Oklahoma Inmates Paid $2 Per Hour for Political Call Center Work, Documents Reveal
Incarcerated individuals in Oklahoma were contracted to work for a call center company, HBW Leads, which handled telemarketing for a conservative super PAC, Make Liberty Win. According to a service contract between the Oklahoma Department of Corrections and HBW Leads, inmates earned $2 per hour for tasks including marketing lead generation and political opinion polling. The Oklahoma Department of Corrections, through its division Oklahoma Correctional Industries, received $10 per inmate hour worked, retaining up to 80% of the wage rate. This arrangement was brought to light by an investigation from Oklahoma Watch, a nonprofit investigative journalism outlet.
