The investigation, initiated by the university's trustees, found that Carter attempted to assist Krisanthe Vlachos, with whom he had a close personal relationship, in obtaining a job and accessing university resources. The report highlights Carter's efforts to involve at least 14 university employees in supporting Vlachos's business ventures, including recommending her for a position, providing campus space, and seeking financial support from external agencies. Despite these efforts, Vlachos was never employed by the university nor received any funds. The investigation concluded that Carter's actions violated university policies and misused personnel time and resources.
