Wisconsin Authorities Arrest Man in 1995 Cold Case Homicide of James Ruland

Authorities in Fond du Lac County, Wisconsin, have arrested Jerome Baier, 83, in connection with the 1995 disappearance and death of James Ruland. Ruland, 40, was last seen on October 24, 1995, and his remains have never been found. Baier, Ruland's former roommate, was arrested on a charge of first-degree intentional homicide after decades of investigation. The Fond du Lac County Sheriff's Office, assisted by the Wisconsin Department of Justice Division of Criminal Investigation and the Marathon County Sheriff's Office, developed probable cause for the arrest. Forensic technology in 2021 led detectives to re-examine previously submitted evidence, with results from the Wisconsin State Crime Lab corroborating information from interviews and advancing the investigation. Ruland's station wagon was found abandoned in November 1994, and despite extensive searches using K-9s, ground-penetrating radar, and aerial surveys, his body was not located.

The Tennessee Bureau of Investigation (TBI) is embedding agents with the Memphis Safe Task Force, a move supported by $9 million in state funding this year.
