Tennessee State University Faces Over $2 Billion in Unpaid State Funding, Alleges Former President
Tennessee State University (TSU), a historically Black land-grant institution, has been underfunded by the state of Tennessee by over $2 billion, according to a 2023 letter from former Education Secretary Miguel Cardona and former Agriculture Secretary Tom Vilsack to Governor Bill Lee. This figure, accrued over three decades, is supported by a 2021 tally from the Tennessee Office of Legislative Budget Analysis, which estimated the state owed TSU between $150 million and $544 million in unpaid land-grant funds over the last 50 years. Former TSU President Glenda Baskin Glover, who led the university from 2013 to 2024, asserts that the university's financial instability was not due to mismanagement but rather a direct result of the state withholding legally owed funds. Despite a $250 million investment from the state in 2023, Glover and other advocates argue it was insufficient to address the decades of underfunding and stabilize the institution.
