Family of Haitian Immigrant Plans Lawsuit After ICE Release Leads to Tragic Death
The family of Daphy Michel, a Haitian immigrant who froze to death in Pittsburgh after being released by Immigration and Customs Enforcement (ICE), is preparing to file a lawsuit against the United States and other entities. Michel, who had been in county jail following a mental health crisis, was released by ICE with an ankle monitor and left to find her way home. She was found dead three days later, with her death ruled a homicide due to hypothermia. The Allegheny County medical examiner noted Michel's untreated mental health issues and language barrier as factors in her vulnerability. The family's attorney, Joseph Murphy, criticized ICE's decision to release Michel in cold weather without adequate support.
