Roseburg City Council Appoints Annette Spickard as New City Manager
The Roseburg City Council has selected Annette Spickard as its new city manager, with her tenure set to begin on November 30th. Spickard currently serves as the city manager of Sedona, Arizona. The selection process, managed by GMP Consultants, involved a nationwide search that yielded 42 applications. The council narrowed down the candidates to 13 semi-finalists and then six for a two-day interview process in Roseburg. Spickard brings over two decades of experience in local government leadership from Oregon, Idaho, and Arizona, encompassing municipal management, community development, public works, and public finance. In her current role in Sedona, she oversees a $100 million budget and more than 200 employees, managing significant initiatives related to tourism, housing, wildfire resilience, transit, infrastructure, and public safety. Police Chief Gary Klopfenstein will act as city manager pro-tem until Spickard assumes her new role.
