North Plainfield Driver Charged with Vehicular Homicide After Fatal Cyclist Collision

Fabian Parra, a 35-year-old resident of North Plainfield, has been charged with second-degree vehicular homicide following a fatal incident involving a cyclist in Union County. The accident occurred on August 6, when Parra allegedly ran a red light while intoxicated on Route 22 westbound, striking 65-year-old Rocco Della Serra at the intersection with New Providence Road in Mountainside. Parra reportedly continued driving without stopping, and was later apprehended by Scotch Plains police approximately three miles from the crash site. In addition to the homicide charge, Parra faces a second-degree charge of leaving the scene of a fatal accident and 15 motor vehicle violations, including DWI and reckless driving. Evidence from the scene indicated significant damage to Parra's vehicle, and witnesses reported erratic driving behavior. Parra's prior record includes a DWI case from February 2022 and a 2017 incident involving narcotics possession.
