Louisiana Judge Holds ICE Official in Contempt for Violating Due Process Orders
A federal judge in Baton Rouge, U.S. District Judge John deGravelles, has held Vernon Liggins, an ICE official overseeing offices across the East Coast, in contempt of court. This ruling stems from Liggins's personal instruction to his agents to re-detain Ibrahim Mohammed, an Ethiopian man living in Maryland, on July 28. Liggins, who was on his last day as acting field officer in Baltimore before a promotion, gave the order despite being aware that Mohammed could not be re-detained without due process. Agents reportedly used deception, claiming Mohammed's ankle monitor was malfunctioning, to gain entry to his apartment. Judge deGravelles emphasized that due process requires ICE to provide specific reasons for re-detention, conduct an informal interview, and have a significant likelihood of removing the individual in the foreseeable future, none of which occurred.
