U.S. House Members Propose AI Bill to Preempt State Laws for Three Years
A bipartisan group of U.S. House members, led by Representatives Jay Obernolte and Lori Trahan, has introduced a draft bill titled the Great American Artificial Intelligence Act. This proposed legislation aims to preempt state laws specifically regulating AI model development for three years, while maintaining state rules on AI use and deployment. The bill requires large AI developers, defined as those with over $500 million in annual revenue, to establish public safety frameworks, report critical incidents, and undergo semi-annual third-party audits. The bill also seeks to create a national framework to protect Americans, support innovation, and ensure U.S. leadership in AI technology. However, it has faced criticism from groups like Public Citizen for not addressing discrimination and exploitation issues, while the Information Technology Industry Council has praised it for setting a national standard for responsible AI development.
