Policymakers Urged to Reform Unemployment Insurance for AI-Driven Labor Market Disruptions
Policymakers are increasingly focusing on the U.S. social insurance programs, particularly Unemployment Insurance (UI), in anticipation of potential labor market disruptions caused by the adoption of artificial intelligence (AI). The current UI system, a joint federal-state program, provides temporary wage replacement for workers who lose their jobs through no fault of their own. However, it is noted that the system was not designed to handle major sectoral or structural labor market transitions, such as those potentially brought about by AI. A significant concern is that millions of workers, including those in non-traditional employment arrangements like self-employed, gig, part-time, and entry-level workers, are excluded from UI benefits.
