China's AI Training Initiatives Highlight Global Technology Policy Shift
China is emphasizing a strategic shift in global technology policy with a focus on artificial intelligence (AI) training. At the 2026 World AI Conference, President Xi Jinping outlined four key priorities: openness and cooperation, equitable access, AI security and human control, and UN-centered coordination. This includes the announcement of 5,000 AI training opportunities and the establishment of international AI application cooperation centers. The initiatives are part of a broader strategy to reshape global AI governance, moving from broad principles to a more institutionalized approach. The World Artificial Intelligence Cooperation Organization (WAICO) was launched to institutionalize China's AI diplomacy, focusing on standards, capacity-building, and governance.
