U.S. Sanctions on Ugandan General Kandiho Remain as He Retires from Military Service
Maj. Gen. Abel Kandiho, a prominent and controversial figure in Uganda's military intelligence, is formally retiring from active military service on August 20, 2026. Kandiho is among 19 senior Uganda People's Defence Force (UPDF) Generals retiring, with a ceremony presided over by President and Commander-in-Chief Gen. Yoweri Kaguta Museveni. Kandiho's career included serving at the Uganda High Commission in Kigali, Rwanda, and a defining tenure as head of the Chieftaincy of Military Intelligence (CMI), now Defence Intelligence and Security (DIS), starting in January 2017. During his time at CMI, he was involved in interrogating former Inspector General of Police Gen. Kale Kayihura and publicly linked urban killings to networks associated with Kayihura.
