The Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA) had verified that the states met the necessary thresholds for receiving aid. The denials have sparked controversy, as previous administrations have typically approved such requests when criteria are met. The states had sought a total of $227 million in aid to cover snow removal and related costs.
