Trump Administration Proposes Overhaul of Head Start Standards, Shifting Control to States
The Trump administration is considering a significant overhaul of the Head Start program, which could lead to the elimination of its current federal quality standards. This proposal, as reported by two sources familiar with the discussions, aims to replace the extensive federal regulations with more flexible state-level standards. Head Start, established in the 1960s, is a well-regarded early education program for impoverished children, known for its comprehensive regulations covering child-to-teacher ratios, health screenings, and family engagement. The proposed changes would reduce these regulations to a much shorter set of rules, leaving most specifics to state and local laws. The draft rules also suggest increased documentation requirements for parents who are homeless or unemployed and initially included a provision to bar parents in the U.S. illegally from enrolling their children, though it is unclear if this will be in the final draft.
