Greenleaf and Rockland Move Toward Merger, Potentially Reshaping Both Communities
The town of Rockland and the village of Greenleaf in Wisconsin are negotiating an intergovernmental cooperation agreement that would see Rockland effectively merge into Greenleaf. This agreement, in progress for several months, would result in Greenleaf absorbing Rockland's public services, government, and most of its land. A public hearing is scheduled for August 10 at Rockland Town Hall to discuss the agreement. If approved, Rockland would shrink significantly, with most of its 1,800 residents becoming part of Greenleaf, which would more than double its population. The merger aims to preserve Rockland's rural character and prevent future annexation by De Pere. The agreement also outlines that all town employees will become village employees, and a new set of laws will consolidate the current ordinances of both communities.
