Ghana Initiates Review of 1999 Land Policy to Modernize Land Governance
The Ministry of Lands and Natural Resources in Ghana, in collaboration with the Lands Commission and the Office of the Administrator of Stoolands (OASL), has begun a comprehensive review of the 1999 National Land Policy. This initiative aims to develop a new policy framework that can effectively address the country’s evolving land administration and development requirements. The review process commenced with a two-day inception workshop, where Deputy Minister Hon. Yusif Sulemana highlighted the necessity of strengthening land governance. The 1999 policy, while foundational for land administration reforms and leading to achievements like the Land Act, 2020 (Act 1036), faces challenges such as service delivery delays, land disputes, encroachment, multiple land sales, tenure insecurity, and competing land uses. The current review seeks to update the policy to reflect contemporary economic, social, environmental, and technological realities, including the growing impact of climate change.
