South Bend Property Designated Chronic Problem After 66 Police Calls This Year
A residence at 739 West Washington Street in South Bend's West Washington Historic District has been identified as a chronic problem property, with the South Bend Police Department responding to 66 calls this year alone. This designation is given to properties with five or more verified calls for service within a 60-day period, and only seven properties in the city currently hold this status. The issues at the home, which is owned by Suzanne Blain, mother of Phillip Blain, have been ongoing for years. In 2020, a SWAT team responded to the location, leading to Phillip Blain's detention. Neighbors report a range of disturbances, including golf balls being hit at houses, threats to pedestrians, trash dumping, burning trash, and excessively loud music. South Bend Police Chief Scott Ruszkowski confirmed the high volume of calls and the frustration it causes for both residents and law enforcement, noting the significant drain on resources.
