Illinois' CEJA Workforce Hubs Struggle to Convert Training into Jobs for Graduates
The Climate and Equitable Jobs Act (CEJA) in Illinois, enacted in 2021, aims to achieve 100% renewable energy by 2050 and integrate individuals from economically and environmentally disadvantaged communities into the clean energy workforce. Despite the program's intentions, only 15% of graduates from the CEJA workforce hubs have secured employment in the renewable energy sector. The hubs, which provide training in renewable energy manufacturing, electric vehicle technology, and other clean energy services, face challenges in job placement due to federal tax credit rollbacks and the nascent stage of the program. The state allocates nearly $23 million annually to support these hubs, which offer stipends and support services to participants. However, the transition from training to employment remains difficult, with many graduates unable to find jobs in the clean energy field.
