Texas Community Colleges Face Funding Shortfalls Despite Success of New Model
Texas community colleges are experiencing financial uncertainty due to a shortfall in state funding, despite the success of a new performance-based funding model. The model, which ties funding to student success metrics such as credential attainment and dual-enrollment rates, has led to significant improvements in these areas. However, the state did not allocate enough funds to cover the gains, resulting in potential funding reductions for 42 of the state's 50 community college districts. The Austin Community College District, for example, expected a $4 million boost but now faces a $10 million shortfall. The funding model, established by House Bill 8, also includes the Financial Aid for Swift Transfer (FAST) program, which supports low-income high school students.
