The facility, located at 6522 Meadowridge Road, is intended to replace ICE's Baltimore field office and includes secured holding areas for detainees. The decision counters efforts by Howard County leaders to block the project, which had sparked public hearings and protests. The facility was nearly complete when residents first learned of it, prompting emergency legislation attempts by local leaders to halt the construction. The building's owner, Genesis GSA Strategic One, argued that their role was limited to retrofitting the building for federal use, with the federal government managing and operating the facility.
