Coalition of the Willing: A New Model for European Security and Its Implications
The Coalition of the Willing is emerging as a flexible, ad-hoc coalition that allows states to act quickly and experiment with new forms of cooperation without requiring unanimous consent from the entire NATO Alliance. This coalition, formed in 2025, aims to establish long-term security guarantees for Ukraine and represents a significant shift in European security dynamics. Unlike traditional coalitions, it combines elements of both interest-based and capability-based models, allowing for a diverse range of contributions from member states. The coalition's structure is dynamic, adapting to changing security needs and integrating military, political, economic, logistical, and intelligence tools into a cohesive system. This development suggests a potential transformation in European security architecture, moving towards a networked model that complements existing institutions like NATO.
