European Commission and Ukraine Sign Strategic Defence Industrial Partnership
On July 15, 2026, the European Commission and Ukraine signed a Letter of Intent in Kyiv, marking a Strategic Defence Industrial Partnership. This agreement includes a €1 billion disbursement for Ukraine's drone capabilities, part of a larger €90 billion Ukraine Support Loan. The partnership aims to integrate Ukraine into Europe's defense industrial base, focusing on funding, procurement, licensing, certification, and industrial risk-sharing. However, the agreement does not yet specify control over standards, intellectual property, or production locations, leaving these critical aspects to be negotiated in future agreements.
