A Flash Flood Emergency has been declared in southeast Texas, including Kountze, Village Mills, and Honey Island, as the remnants of Tropical Depression Edouard have brought catastrophic rainfall to the region. According to the National Weather Service (NWS), rainfall totals have reached between 10 to 21 inches, with precipitation rates of 1 to 5 inches per hour. The Texas Division of Emergency Management has activated the State Operations Center, deploying over 1,500 personnel, swift water boats, high-water vehicles, and rescue aircraft to assist in the response. Approximately 70,000 customers are without power across six counties, and schools in the Houston area have been closed.
