USDA Reorganization Plan Sparks Uncertainty Over Future Changes
The U.S. Department of Agriculture (USDA) is facing uncertainty regarding its reorganization plan, initially proposed in March 2025. This plan, known as the Agency Reduction in Force and Reorganization Plan (ARRP), was made public in July 2026 as part of a lawsuit challenging the Trump administration's cuts and reorganizations at federal agencies. The ARRP proposed significant changes, including consolidating subagencies, closing state offices, and transforming the single-family housing program, potentially affecting 852 employees. Despite USDA officials stating in June 2026 that no state office closures would occur, the validity of these statements remains unclear. The plan also suggested transferring Rural Development loan programs to the Small Business Administration or the Department of Housing and Urban Development, which could significantly impact USDA's rural housing functions.
