NASCIO Report Highlights State CIOs as Key Change Leaders in Government

The report, titled 'Evolving Role of the State CIO as Change Leader,' outlines how the responsibilities of state CIOs have expanded beyond traditional technology management to include strategic planning, enterprise architecture, and business relationship management. This shift is attributed to the increasing importance of digital innovation and AI in government operations. The report identifies three layers of the CIO role: core operations, exploration and modernization, and executive integration. These layers highlight the need for CIOs to balance innovation with operational continuity, ensuring services remain reliable and secure while embracing new technologies.
