U.S.-Russia Cooperation: Historical Successes and Current Challenges
In the late 1990s, cooperation between U.S. and Russian security services was marked by direct engagement and professional trust, particularly in addressing shared criminal threats such as kidnappings and financial crimes. This collaboration, which was possible due to the political climate following the Soviet Union's collapse, was characterized by informal and pragmatic interactions rather than formal agreements. However, as political relations deteriorated in the early 2000s, these cooperative efforts diminished, leading to a fragmented security landscape. The lack of institutionalized cooperation has resulted in operational gaps that continue to affect security risks across the region.
