Budget Shortfalls and Enrollment Declines Top District Leaders’ 2026 Concerns
In 2026, superintendents across the United States are grappling with budget shortfalls and declining student enrollment, marking a significant shift from previous concerns centered on academic achievement and teacher recruitment. A survey conducted by RAND and the Center on Reinventing Public Education at Arizona State University highlights these new priorities. The survey, which included responses from 481 district administrators, revealed that 54% of them identified budget shortages as a top concern, a notable increase from 33% in 2025. Additionally, 36% of administrators cited declining enrollment as a major issue, up from 25% the previous year. These changes are attributed to factors such as state and national efforts to expand school choice options, declining birth rates, and persistent inflation affecting district budgets.
