DISA Initiates Market Research for Combatant Command Migration Amid Contract Protest
The Defense Information Systems Agency (DISA) has commenced market research as part of a corrective action following a protest by General Dynamics IT. The protest was against DISA's plan to expand the $11 billion Enclave contract to include combatant commands. Initially awarded to Leidos in 2022, the contract aimed to migrate administrative and support agencies to the DODNet. The expansion would have incorporated the combatant commands, but General Dynamics IT highlighted inadequate market research as a key issue in their protest. In response, DISA is now conducting new market research and planning a revised acquisition approach. A May 22 memo from Pentagon Chief Information Officer Kirsten Davies has directed DISA to consolidate the 11 combatant commands, which include 231,000 users across 200 global sites, into a single network. DISA aims to complete this migration by the end of the fiscal year 2028.
