This initiative, led by Shepherdess Land and Livestock, aims to create environmentally friendly fire breaks in areas that are difficult and hazardous for human crews to access. The goats, primarily Spanish Boer, are trained to target vegetation that contributes to fire hazards. They are expected to clear 3-5 acres of land daily, reducing 'ladder fuels' that allow flames to climb into taller vegetation. This is the first time a U.S. military installation has implemented such a program, and it is being closely monitored for its effectiveness in wildfire prevention.

Specifically, Assembly Bills 1642 and 1795 establish first-in-the-nation standards for smoke damage claims, requiring insurers to pay for lead and asbestos testing and remediation in wildfire zones and cover full cleanup to pre-loss condition. Additionally, insurers are barred from cutting off Additional Living Expense coverage until a home is actually remediated and safe to occupy. Assembly Bills 1842 and 1847 provide permanent mortgage forbearance protections and extend the forbearance window for Los Angeles fire survivors.
