Lisbon, North Dakota Man Charged with Terrorizing and Witness Tampering
Justin Kapple, a 49-year-old man from Lisbon, North Dakota, has been charged with terrorizing and witness tampering, in addition to a disorderly conduct charge. These charges stem from an incident on August 31 when officers responded to a welfare check and disturbance call. Kapple reportedly became agitated and confrontational at a woman's residence after she asked him to leave. He was initially arrested on a disorderly conduct citation for refusing a preliminary breath test and becoming increasingly agitated during questioning. While being transported to the Stutsman County Correctional Center, Kapple allegedly made several threatening statements towards the transporting officer. Ransom County State’s Attorney Fallon Kelly subsequently instructed the officer to issue additional citations for terrorizing an adult victim and tampering with witnesses, both Class C felonies, which were served to Kapple at the jail.
