Missouri Voters Overwhelmingly Reject Republican-Led Amendments to Restrict Ballot Initiative Power
Missouri voters decisively rejected two Republican-backed amendments, Amendment 4 and Amendment 5, in a recent election. Amendment 4, designed to alter the voting process for statewide constitutional amendments, would have required a majority vote in each of the state's eight congressional districts, rather than a simple statewide majority. This measure was widely seen as an attempt to diminish the power of citizen-led ballot initiatives, which have successfully passed measures on issues like abortion rights, recreational cannabis, and Medicaid expansion. The amendment failed with an 80 percent to 20 percent margin. Concurrently, Amendment 5, a proposal to eliminate the state income tax, also failed spectacularly, receiving only 17 percent support.
