California Imposes Further Penalties on Huntington Beach Over Housing Law Non-Compliance

California is seeking to impose additional significant penalties on Huntington Beach for its continued failure to comply with state housing laws. State officials filed a new request on September 8, arguing that the city has not fully satisfied the conditions required to avoid fines, despite adopting a new housing plan this summer. The California Department of Housing and Community Development (HCD) stated in an August 18 letter that Huntington Beach has not completed the necessary zoning changes to bring its housing element into compliance. The state contends that without enforceable zoning changes, the city's recently adopted housing plan is merely a promise on paper. California is requesting the court to reinstate a $50,000-a-month penalty, an amount previously set by Orange County Superior Court Judge Katherine Bacal if Huntington Beach failed to meet a May 28 deadline. This follows a May court order that already imposed $160,000 in penalties and $50,000 monthly fines starting in June.
