South Africa's Broad-Based Black Economic Empowerment (B-BBEE) policies require foreign companies to meet local ownership quotas favoring historically disadvantaged groups. Musk claims these rules are discriminatory and have hindered Starlink's ability to operate in South Africa, one of Africa's largest economies.
