Japan's Lawmakers Pass Bill to Establish 'Secondary Capital' for Disaster Preparedness
Japan's legislative body has approved a bill to create a 'secondary capital' to ensure government functionality in the event of a major disaster incapacitating Tokyo. The bill, passed by a narrow margin in the Diet's Upper House, aims to designate a prefecture as an alternative center for government operations. This decision comes as a precautionary measure to maintain governmental continuity should Tokyo become inoperable. The selection of the prefecture will be based on factors such as population and economic size, and it will be required to establish special administrative areas similar to Tokyo's 23 wards. The legislation received support from the ruling Liberal Democratic Party, the Japan Innovation Party, and Team Mirai, among others, while facing opposition from several parties including the Constitutional Democratic Party of Japan and the Japanese Communist Party.
