The E-Check program, which began in 1996, mandated emissions testing every two years for certain vehicles in Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit counties. Legislators from Northeast Ohio, including Sen. Jerry Cirino (R-Kirtland) and Reps. Bill Roemer (R-Richfield), Jack Daniels (R-New Franklin), and Gayle Manning (R-North Ridgeville), along with the Ohio Chamber of Commerce, have expressed support for this move. The U.S. EPA originally mandated emissions testing in the Cleveland region in the late 1980s to reduce ozone levels.
