Montgomery County Public Schools Faces Lawsuit Over Teacher Misconduct Allegations Spanning Decades
Montgomery County Public Schools (MCPS) is facing a new lawsuit alleging that the district retained a teacher, Daniel Picca, in the classroom for over a decade despite multiple investigations confirming inappropriate conduct with students. The lawsuit, filed under the Child Victims Act by a Texas man who attended Kemp Mill Elementary in the late 2000s, claims Picca frequently isolated the student, directed him to remove his shirt, perform wrestling maneuvers, and subjected him to massages. This civil case revives a scandal that led to Picca's firing in 2011 and a scathing opinion from the Maryland State Department of Education, which criticized MCPS for repeatedly transferring Picca to different schools instead of removing him. The state board noted that from the first complaint in 1993, seventeen years passed with repeated patterns of misconduct and reprimands, yet Picca remained in the classroom.
