The state contends that without enforceable zoning changes, the city's recently adopted housing plan is merely a promise on paper. California is requesting the court to reinstate a $50,000-a-month penalty, an amount previously set by Orange County Superior Court Judge Katherine Bacal if Huntington Beach failed to meet a May 28 deadline. This follows a May court order that already imposed $160,000 in penalties and $50,000 monthly fines starting in June.

The containers were found near Castellanos Drive and Vandegrift Boulevard at approximately 10:15 a.m. The Oceanside Fire Department dispatched a hazmat team to the scene, and the San Diego County Sheriff’s Bomb/Arson Unit was called in as a precautionary measure. Authorities established a perimeter around the items, and residents in the 700 block of Arthur Avenue and the 4900 block of El Mirlo Drive were instructed to shelter in place. While the shelter-in-place order has since been lifted, officials have not yet confirmed the contents of the containers or when the road will reopen. No injuries have been reported, and the investigation is ongoing.
