FATF Puts Turkey on Notice Over Hamas Terror Financing, Money Laundering, and Iran Sanctions
The Financial Action Task Force (FATF), a global watchdog, has placed Turkey on notice regarding significant shortcomings in its effectiveness in combating terror financing, money laundering, and sanctions evasion, particularly concerning Hamas and Iran. While Turkey's government highlighted improved technical compliance in the September 2026 FATF assessment, the report reveals a less reassuring picture when focusing on the practical effectiveness of its anti-money laundering and counter-terrorist financing (AML/CTF) system. Turkey received a 'Moderate' effectiveness rating in eight of the eleven areas examined, including money laundering investigations, asset recovery, and terrorist financing investigations.
