Stockton City Council Approves Grand Jury Response, Commits to Campaign Finance and Ethics Reforms
The Stockton City Council has unanimously approved its formal response to the San Joaquin County Civil Grand Jury’s “Governance in Turmoil” report, which detailed issues of council conflict, interference with employees, fiscal practices, ethics, and transparency. The approval came after receiving a deadline extension. The 36-page document outlines a commitment to reforms, including establishing an ethics commission, developing a local campaign-contribution ordinance, and creating written social media guidelines for council members. While the council agreed in part with all nine findings and accepted eight recommendations, it disputed some characterizations and conclusions of the report. The city manager, Johnny Ford, indicated that staff intentionally left some proposals broad to allow council members to shape them, emphasizing that the "hard work is really going to start."
