Carlsbad Man Charged After Bringing Guillotine to Library of Congress
Philan Le, a 35-year-old man from Carlsbad, California, has been arrested and charged after bringing a 10-foot guillotine to the vicinity of the Library of Congress in Washington, D.C. U.S. Capitol police apprehended Le outside the Library of Congress on Tuesday. He was subsequently arraigned on Wednesday and pleaded not guilty to a misdemeanor charge of carrying a dangerous weapon outside a home or public building, receiving partial release. According to a police report, Le was parked in a permit-only zone on East Capitol Street South. He informed officers he was not there for a specific reason or to meet a particular member of Congress. Both his vehicle and the guillotine were impounded. Le's father, Huy Le, stated that his son built the guillotine over three months in their backyard and intended it as a political protest, not to harm anyone. Philan Le had also announced his plans on social media prior to his cross-country trip.
