Ukraine Shifts Information War Strategy to Proactive Model Against Russian Propaganda
Ukraine is fundamentally changing its approach to combating Russian information operations, moving from a reactive stance to a proactive strategy. Previously, Kyiv primarily focused on identifying propaganda, correcting false narratives, and responding to individual campaigns. The new model emphasizes enhanced coordination among government institutions, the security and defense sector, and experts. This involves establishing a permanent inter-agency mechanism for continuous operation, regular meetings, and real-time information exchange to coordinate communication efforts. The goal is to institutionalize this cooperation to enable the state to anticipate and prepare responses to Russian operations rather than reacting to each one separately. Additionally, Ukraine is increasing its focus on creating and distributing its own content more effectively, both domestically and internationally, to counter the vast volume of Russian narratives designed to distort facts and historical events.
