Illegally Docked Boats Removed from Pittsburgh's North Shore to Clear Way for Cruise Ship
On Friday morning, a cruise ship attempting to dock on the Allegheny River at Pittsburgh's North Shore encountered an obstruction due to several illegally parked boats. The American Heritage cruise ship was unable to anchor down because two boats were in a prohibited area. This issue of boats not adhering to docking rules or being abandoned has been a recurring problem for years. However, new enforcement measures were signed into law last year. Pennsylvania's Act 28, implemented in January, empowers the Sports & Exhibition Authority (SEA), which regulates the area, to remove abandoned boats without liability. The law mandates a 14-day notice before removal and a 30-day notice before disposal, after which ownership is relinquished and penalties are enforced. For a boat to be considered abandoned, it must be on the property for 48 hours.
