He emphasizes that the current system, characterized by shifting rules and legal challenges, creates uncertainty for student-athletes and institutions. The proposed act aims to provide greater certainty for schools and student-athletes navigating new aspects like NIL and the transfer portal, while also preserving Olympic and non-revenue sports, which are often vulnerable to budget cuts when athletic departments face new financial obligations, such as revenue sharing.
