Rwanda-Backed M23 Rebels Finance Operations Through Taxation and Mineral Exploitation in DR Congo
The Rwanda-backed M23 rebels have established a deeply entrenched, illegal parallel administration in eastern Democratic Republic of Congo (DRC), financing their war efforts through systematic taxation and exploitation of mineral resources. This system generates revenue from various sources, including fees at checkpoints for trucks and motorbike taxis, taxes on businesses ranging from shops to informal traders, and levies on cross-border trade of fuel, agricultural goods, timber, charcoal, and manufactured products passing through M23/AFC territory to and from Rwanda and Uganda. Minerals, particularly coltan from the Rubaya mines and gold, form a significant part of their war chest. UN experts estimate the M23/AFC collects around $800,000 per month from coltan mining alone.
